What:
Ianto is officially ready to broach this to the general populace. Invitations have gone out, public and private...Torchwood Five is happening.

Torchwood typical warnings, mostly for potential discussion and not depiction: violence, sex, coarse and offensive language, seventy four kinds of psychological trauma, will add warnings as needed.
Set Up
It's not hard to get permission to hold his recruitment drive after making his bulletin board post and sending out a couple of private invitations. Truthfully, he's not expecting to recruit many to the cause, and that's the way he prefers it. So, with a little charm to smooth out his previous bad behavior and a demonstration of his coffeemaker, he earns just enough good will to secure use of the largest corner of the dining room.
He leaves the coffeemaker as a guarantee--not against damage, but just because one can get away with quite a lot in exchange for good coffee.
The day of the event, he can be found in the late morning setting things up: coffee and tea, biscuits and cakes, and sandwiches the kitchen staff gives him just a little bit of help preparing. Anyone in the Oak & Iron is welcome to see him laying out two or three tables just so, and if you have questions? Ianto's happy to answer them!
You'll definitely get an invitation to the party later, that's for certain...
The Event
The turnout isn't huge. Ianto wasn't expecting huge, so it's perfect.
He mingles for about twenty minutes before quietly encouraging everyone to take a seat, with refreshment. Once done, he stands, smooths out his suit, and takes a deep breath.
He thinks of Jack, and says a little prayer to whomever might be listening for guidance as he starts speaking.
"We all know why we're here, in a greater sense. Many of us would like to go home one day--some of us won't be so lucky, meaning that we've found ourselves a new home in this strange, lovely place. Regardless, in the here and now? We all call Pumpkin Hollow home, however temporary or permanent it might be. We've formed friendships, alliances, even found love. We've found something here worth defending...worth protecting."
"In my world, my country, there was an organization founded by Queen Victoria herself--monarch of the British Empire. The Torchwood Institute, an organization whose sole purpose was the collection of information on threats to the Empire beyond the comprehension of the lay public. Extraterrestrial, predominantly, but supernatural and metaphysical as well. It saw all that was 'other' as a threat to be destroyed, its knowledge and technology secured for the good of the Empire. I worked for this organization for quite some time, doing my duty for Queen and country...and then things changed."
He pauses, the barest of smiles touching his lips.
"Torchwood's largest branch--Torchwood One--fell, and from its ashes rose another to take its place--Torchwood Three. It wasn't larger, it wasn't more powerful--but it did one very important thing: it cut ties. No longer did we do our duty for Queen and country, but for the people of the realm. We served at the pleasure of the Queen, but we answered to no one. We didn't destroy the 'other,' we came to understand it. We used the knowledge and technology we collected to help...everyone. We sough a better understanding of the world around us in worlds we had never encountered before. Lives we otherwise would have taken, we saved instead. Technology that might have otherwise been used in war, was securely locked away so it couldn't hurt anyone."
"Some of you stand at odds with each other, allied with social groups in this town that do not get along. It hampers the sharing of information, it breeds secrets...it engenders doubt and suspicion. That is the place where the Torchwood Institute was originally founded, a breeding ground of doubt and suspicion. An allegiance to something other than the greater good. I've been part of that, in my affiliation with the Historical Society, but no more. Today, I'm cutting ties. I'm striving to understand the 'other.' I'm here to learn all I can about this strange place in order to help, and I shan't let the rules or regulations of any other entity impede me, and I will share that knowledge, share my skill and my hand to any who need it. And if anyone here today shares any of those goals...then please come see me after tea."
He smiles, broad and bright, spreading his hands.
"The Torchwood Institute of Pumpkin Hollow would love to have you. That said...thank you for your time. Now, would anyone care for more coffee or tea?..."
Break Down
Per his agreement with the staff of the Oak & Iron, Ianto does his own tidying up after the tea ends--and this is the time where you can approach him if you'd like to know more, or enlist in this broadly defined venture to 'understand the other.' He'll be happy to answer your questions, discuss the venture--and send you home with a few leftover cakes and sandwiches, should you so desire.

I won't be joining, because I think joining factions is, in fact, a significant part of the problem here. But that doesn't mean I'm not willing to work with you and yours, as I am with Jean and with Yorick and with Gerry and everyone else to whom I can be helpul."
